Court considers Calif. prison mental health care

A federal judge in Sacramento is set to hear arguments Wednesday over Gov. Jerry Brown's push to regain state control of inmate mental health care after 18 years of federal oversight and billions of dollars spent to improve treatment.
Lawyers representing the state argue that California is now providing a constitutional level of care to its prison inmates, while attorneys for the inmates say more improvement is needed.
California has spent more than $1 billion in construction for mental health facilities and increased salaries to hire more and better mental health workers. It now has more than 1,700 psychiatrists, psychologists, therapists, social workers and nurses to treat more than 32,000 mentally ill inmates, or about one specialist for every 19 patients.
"California has invested tremendous amounts of money, resources and effort to transform its prison mental health care system into one of the best in the country," the state said in one of its recent court filings.
Inmates' attorneys say the efforts so far are not enough and that more mental health facilities must be built and staffed. They also say more must be done to reduce a suicide rate that exceeds the national average for state and federal prisons.
California's prison suicide rate was 24 per 100,000 inmates in 2012. That compares to 16 per 100,000 inmates in other state prisons and the historical average of nine suicides per 100,000 inmates in federal prisons.

Pakistan court summons anti-corruption boss

Pakistan's top court has summoned the government's anti-corruption chief over a letter he wrote criticizing the tribunal's judges.
Chief Justice Iftikhar Chaudhry on Thursday issued a court order for the anti-corruption chief, Fasih Bokhari, to appear before the tribunal on February 4.
Bokhari has been ordered to explain a letter he wrote earlier this week to President Asif Ali Zardari, accusing Supreme Court judges of trying to influence upcoming parliamentary elections.
Chaudhry says the letter amounted to interference in court matters and was an effort to incite against the judiciary.
The development is an indication Bokhari could be charged with contempt of court.
Bokhari's clash with the judiciary stems from his refusal in mid-January to arrest the prime minister over a corruption case involving kickbacks allegedly taken by the premier. |

Lohan lawyer in NYC courthouse in nightclub case

Lindsay Lohan's attorney has gone to a New York City courthouse in connection with the actress's alleged fight at a Manhattan nightclub.
Lohan was arrested on a charge of misdemeanor assault in the Nov. 29 incident at the club Avenue.
Office of Court Administration spokesman David Bookstaver said Monday that a criminal complaint has not been drawn up at this time. He says paperwork will be signed but no hearing will be held.
The "Mean Girls" and "Liz and Dick" star allegedly struck a woman in the face during an argument.
At the time of her arrest, her attorney, Mark Heller, said Lohan was "a victim of someone trying to capture their 15 minutes of fame." |

Chile OK's extradition bid for ex-US Navy officer

Chile's Supreme Court has approved an extradition request for a former U.S. military officer wanted in the 1973 killings of two Americans, including one whose disappearance was the focus of the movie "Missing," a lawyer said Wednesday.
Former U.S. Navy Capt. Ray E. Davis was charged last year in the deaths of journalist Charles Horman and student Frank Teruggi, who were killed during the 1973-1990 dictatorship of Gen. Augusto Pinochet.
Attorney Sergio Corvalan, who represents Horman's widow, told The Associated Press that the Supreme Court approved by a 4-1 vote a request by judge Jorge Zepeda to seek Davis' extradition to face trial in Chile.
A court official, who agreed to discuss the case only if not quoted by name, said the vote would be formally announced Thursday.
After Davis was charged a year ago, the AP contacted his wife, Patricia Davis, at her home in Niceville, Florida. She said her husband previously denied any involvement in killings. She said he no longer talked because of Alzheimer's disease and was in a nursing home that she declined to identify. |

Iowa court official accused of gay marriage fraud

An Iowa court official is accused of helping a same-sex couple from
Florida to get a marriage certificate without stepping foot in the
state.
The Iowa Division of Criminal Investigation says Grundy County Deputy
Clerk of Court Brigitte Van Nice was arrested Wednesday and charged
with two counts of forgery and one count of perjury.
A complaint says Van Nice received an online ordination last year
allowing her to perform weddings. She started talking with two Florida
men who were interested in getting married in Iowa, one of six states
that allow same-sex marriage.
The complaint says Van Nice filed a false document in February
claiming that she officiated their marriage and that two people
witnessed it.
A message left for Van Nice wasn't returned early Thursday. |
